Enhancing Coastal Socio-Economic Resilience: The Role of Agribusiness Value-Added Under the Blue Economy and AI Model

Coastal communities dependent on traditional fishing are highly vulnerable to socio-economic shocks resulting from environmental degradation and climate uncertainty. Addressing this vulnerability requires an integrated approach that links ecological sustainability with economic diversification. This study aims to evaluate the impact of fisheries agribusiness value-added activities on the socio-economic resilience of coastal households, under the synergistic framework of the Blue Economy Model and Artificial Intelligence (AI) acceleration. Using a mixed-methods approach that combines a Systematic Literature Review for conceptual modeling of the AI-Blue Economy and simulation data analysis of a field case study (Puger, East Java), this study applies comparative analysis and Adaptive Resilience Modeling. The findings indicate that integrating sustainable coastal resource management (Blue Economy) with post-harvest agribusiness development results in a significant increase in household income (approximately 23%) and increases the proportion of households categorized as Highly Resilient from 10% to 23%. Conceptually, AI integration can provide additional operational efficiencies of $5-10% through supply chain optimization and market prediction, surpassing the baseline Blue Economy Model. In conclusion, the synergy between sustainability policies (Blue Economy) and technological acceleration (AI) is crucial for transforming small-scale fisheries into a high-value and resilient agro-industrial sector, necessitating prioritizing investment in digital literacy and smart post-harvest technologies.
